It's by Artist ADW who was part of the "All Art is Theft" group exhibition with Pigsy in The Kemp Gallery, as well as having a solo exhibition "Born to Create" in The Kemp Gallery before Christmas.
To me it's very aquatic themed and a large version of this image was actually stencilled on to the hull of a massive rusting boat
